We are small town with a big idea, and big heart that want to get as many people to break a world's record and create awareness for women's health, #1 being breast cancer. We are on the web, but the site is not up and running yet, and when it is where is the best place to advertise, for little or no cost?

I assume you've contacted the closest office for Susan G. Koman? Ask for any help they can offer with media / marketing.
You can send press releases (NO cost) to all the local and regional newspapers, TV Stations, and Cable Stations, telling them about your event. That's free advertising when they mention it in a story, and you will likely get at least 1 reporter / photographer from a paper, and possibly a news crew to cover the event the day of.
Get as many free calendar listings as you can - community center calendars, events / activities listings on Craigslist, get the event to the local schools, universities, and even senior centers calendars. It'll cost almost nothing, and will help get the word out.
Good luck!

I agree, do a search for CNY events or your specific area, old forge, inlet, etc and get on the calendars, ask local media and news websites to consider running a piece on the event, offer local blogs a free unique article you write about the event. There are tons of ways to get word out for free...I would know, I use them all because I'm cheap LOL!
