What are the typical hours of 'off-peak' or 'peak' hour on the New York MTA hours? There's a massive price difference too. Please help!

Morning peak hours are from 445AM - 9AM (going BOTH directions..TO and FROM Grand Central). Evening peak is from 4PM to 8PM (from Grand Central only).
You also want to make sure you buy your ticket at either a booth or the gray machines or else you'll have to pay a $5 penalty when purchasing the ticket from the conductor.

Morning Peak hour service, to and from the city, starts at 5am and ends at 10am.
Afternoon Peak hour service, to and from the city, starts at 4pm and ends at 9pm
Off-peak service in the morning, to and from the city, starts at around 10am and ends at 4pm and again from 9pm till end of service at around 1:30am the following day.
Also, buy your ticket at the station or the vending machine, otherwise you'll pay more on the train, and its going to be stiff.
I hope this was very helpful.
