Generally, linguists use the word "accent" to refer to the way you pronounce a language because that language is not your native language.
The word for describing a regional language is "dialect".
The Buffalo, N.Y. dialect is an "upstate New York" dialect. The one feature I am familiar with is the way of pronouncing the "a" in "rat". It is like the "eah" in "yeah!"

I'm from Buffalo, but I live in Rochester.
Depending on how the question is phrased you may get one city or the other out of me for the answer. ;)
