My question is if I got into a Suny college early decision, can it be revoked due to slipping (not failing) grades.

It can be - they have that right. But in general, it's unusual for it to be. Still, don't risk it - if your grades have slipped, try to bring them back up. And if they went way down, then maybe go ahead and talk to your guidance counsellor, and call SUNY to discuss. I don't want you to end up in a situation where SUNY rescinds your admission, and you haven't applied to any other schools!
Again, it's rare that it would be rescinded. But it is possible, and it has happened.

On the site for SUNY in general states that it is “non-binding” which means just like you don’t have to accept it because its not contract, they can withdraw the offer. I have seen some schools state that they will withdraw the offer should your grades drop, but that differs from school to school and how much your grades drop. The best thing to do is to contact the counseling or admissions office for the specific campus that you are looking at and pose that question to them.
