possession? Many abandoned bikes are littering the streets of New York. Most are chained to signposts. Is there a procedure for claiming these wrecks?. Most have a lock on them which would have to be bolt-cut off. What is the legal determination of abandonment?

No, because the circumstances of the discovery do not indicate intent to abandon.

Mr G is right even though he's a foreigner. You don't know why a particular bike is locked where it is. Contact your police department, ask about auctions. (usually you can get a bike at an auction for cents on the dollar)

Yes and if you are in a store where the clerk has abandoned the cash register you can take that as well. Maybe you can have a Merry Christmas in the slammer.

What you are describing is theft!!!!!
Contact your local police station and find out when their next auction is due. The Police regulary hold an auction of lost/unclaimed property and bargains are to be had!!!
That's the case in the UK at any rate, - check with your local Police station.
