In my opinion, Counties like Montgomory, Fulton, Schoharie are not really capital/ Saratoga region or central NY region. I think of it as the Mohawk Valley region, as do others.

You may want to put Fulton Co. in the Adirondack region since part of the county is in the Adirondack park.
